All exterior vents are supposed to have a draft blocker on them to keep outside air from entering. These draft blockers get weathered and worn out, or stay open when a cleaning is needed.
Solution? You may need a cleaning and/or vent inspection and replacement. Open draft blockers are an invitation for pests of all sorts.
